questions on regular,soft, and hard potentials

VASP provides "regular", "soft", and "hard" for the potential each element.
However, it is not clear to me in what cases they have advantages and they should be used respectively.
What's the meaning of regular, soft, nad hard?
In most of cases (or in all cases), will "regular" give reasonable results although it may not be best?
